PHILADELPHIA (WPVI) — The Pennsylvania Emergency Management Agency says its 911 services have been restored.

In a tweet posted just before midnight, the agency said an investigation into what caused intermittent outages will continue.
“We worked with counties to fully test that the system is operational. Please do not call 911 for testing purpose; leave lines open for true emergencies,” PEMA said in a statement.
Emergency Management Director Randy Padfield said the issue first appeared around 2 p.m. Friday when 911 calls to Delaware County’s dispatch center began failing sporadically.
The service provider for the Commonwealth’s Next Gen 911 system immediately alerted state officials and began investigating.

Despite the issues, most 911 calls were still being delivered, Padfield noted. However, some calls lacked essential data, such as precise location or the caller’s phone number, which can complicate emergency response.
During the height of the problem, county emergency services requested residents use non-emergency lines. (A full list of numbers can be found below.)
Technicians are still working to identify the root cause of the problem.
“At this point, we don’t believe this was caused by a cyberattack or a software update,” Padfield said. “It could be a software glitch, a hardware failure, or something outside the network. What we know is that it’s sporadic and intermittent, and our vendor has all technical experts engaged.”
Padfield emphasized that the 911 system is designed with multiple layers of redundancy, including dual call centers and the ability to reroute traffic if necessary.
“The system has performed flawlessly through severe weather and high call volume situations,” Padfield noted. “This issue is an anomaly, but we are taking it seriously.”
