Philadelphia to temporarily ban unlicensed puppy breeding

PHILADELPHIA (WPVI) — Philadelphia City Council passed a bill Thursday that will temporarily ban unlicensed puppy breeding, in an effort to ease overcrowding at the city’s main animal shelter.

The Animal Care and Control Team of Philadelphia will start enforcing the new law in three months.

It establishes a temporary moratorium on the unlicensed breeding, sale and transfer of puppies within the city of Philadelphia.

Prospective sellers could also face daily fines for publishing ads, that do not include kennel numbers and the ZIP code of the dog’s location.

The puppy breeding ban will remain in place for three years.
